This room presents notable findings from a review of Lakeview’s roadway system including how key study intersections operate, how key roadways serve freight, and a review of crash data.
Study Intersections
The TSP identified the 7 key study intersections illustrated below for evaluating operations and safety.
These key locations operate acceptably today and through the 20-year horizon based on expected growth according to applicable performance standards. In addition, none of the study intersections exceed average crash rates for similar facilities in Oregon.
While no capacity- or safety-related issues were identified at these key locations, the US 395/J Street/Missouri Avenue (#1) and US 395/OR 140 (#3) intersections have existing configurations that may be confusing for drivers to navigate and cause long crossing distances for people walking or riding bikes. Both will be evaluated through this TSP update.
Freight Network
As the state highways in Town, OR 140 and US 395 are designated freight routes that serve as important connections between Southern and Central Oregon and California. Trucks account for approximately 27% of traffic on OR 140, 16% of traffic on US 395 (north of OR 140), and 30% of traffic on US 395 (south of OR 140).
Crash History Review
A review of crash history in the Town’s roadway system (from 2014 to 2018) revealed the following:
- 2 fatal crashes occurred on rural sections of road near the edge of Town;
- 4 severe injury crashes occurred, 2 of which happened near the same location on US 395 north of Industrial Lane;
- the section of US 395 north of OR 140 transitions to a rural road and experienced a history of crashes that exceeds the statewide average for similar facilities; and
- 2 crashes involved people walking or biking, including 1 that resulted in a fatality.
