Parking Management Alternatives
A parking study prepared by the City indicates that on- and off-street parking demand is generally low except in Old Town where parking demand exceeds the effective capacity of the parking supply during peak time periods.
This room identifies several parking policies and strategies the City could implement in Old Town to manage parking demand while improving access and circulation for all travel modes. The strategies are organized into five categories as indicated in the exhibit to the right and summarized below.
User Information
- Strategies that improve the dissemination of information on parking. Consistent branding of parking facilities and neighborhood parking maps are included with these strategies.
Transportation Demand Management
- Strategies to reduce parking demand by promoting active modes of transportation. Improvements to pedestrian, bicycle, and transit facilities and services are included with these strategies.
Parking Management
- Strategies to improve the efficiency of the existing parking supply and improve the quality of service. Paid parking and parking permit programs are included in this set of strategies.
Enforcement
- Almost all parking management strategies require regular enforcement to be effective.
Increase the parking supply
- Strategies to increase the availability of parking. Establishing remote parking areas served by transit and constructing a new parking facility are included with these strategies.
Many of these strategies could be applied throughout the city to address similar issues if/when they arise.
