Street Plan

The Street Plan for the Draft Rural Josephine County TSP consists of policies, plans, and projects for the following elements of the street system:

  • Street functional classification
  • Access management
  • Roadway Maintenance
  • Roadway Improvements
  • Safety Improvements
  • Bridge Improvements

Functional Classification Plan

The County's functional classification plan determines the design and function of the roadways, including the types of treatments that will be considered to accommodate pedestrians and bicyclists. The policies and recommendations related to the County's functional classifications are provided in the exhibits.

Street Standards Policies

The County’s policies for implementing the roadway design standards included in the Josephine County Public Works Design and Construction Standards and Specifications manual are provided in the exhibits. These policies are determined by the County Engineer.

Access Management Policies

Managing access to state highways and county roadways is important to ensure the functional use and capacity of the roadways is not degraded by too frequent access, intersecting streets, or traffic control devices. The County’s policies for implementing the access spacing standards included in the Josephine County Public Works Design and Construction Standards and Specifications manual are provided in the exhibits.

Roadway Maintenance Policies

Routine maintenance of Josephine County roadways can sustain pavement quality, promote pavement longevity, and extend pavement life. Routine maintenance can support County efforts to use transportation funds for other needed improvements. The County’s policies for implementing roadway maintenance in rural Josephine County are provided in the exhibits. The exhibits also include the roadway maintenance projects included in the Draft TSP.

Roadway Improvements

The County’s policies for implementing roadway improvements in rural Josephine County are provided in the exhibits along with the roadway improvement projects included in the Draft TSP.

Intersection Improvement Policies

The County’s policies related to intersection improvements are provided in the exhibits. No intersection improvement projects are included in TSP. However, the TSP will adopt, by reference, the Exit 61 IAMP, the US 199 Expressway Plan, and the future US 199 Corridor Study, which include improvements at several intersections throughout the County.

Safety Improvement Policies

The County’s policies and recommendations for improving traffic safety in rural Josephine County are provide in the exhibits. The exhibits also include the roadway safety projects included in the Draft TSP.

Bridge Improvement Policies

The County’s policies related to bridge improvements is provided in the exhibits along with the bridge improvements projects included in the Draft TSP update.
