The Bicycle and Pedestrian Solutions for the Jefferson County TSP consists of solutions to improve facilities for people walking and biking.

The primary bicycle and pedestrian facilities in Jefferson County consist of unmarked shared roadways. Bicycle and pedestrian facilities are intended to provide residents and recreational cyclists with the ability to travel between residential areas, schools, parks, trails, and neighboring cities by bike or foot.

Streets with no bicycle facilities or intermittent bicycle facilities force cyclists to share the travel lane with motor vehicles. In some cases, this is not a desirable option for cyclists due to narrow lane widths, high speed vehicles, or uneven pavement conditions.

Adequate pedestrian facilities, particularly in developed, unincorporated communities and cities provide opportunities for people to walk to key destinations.

The draft bicycle and pedestrian solutions aim to address the following key issues:

  • Roadways in the County have limited shoulder widths and carry high speed traffic.

  • There is one Oregon scenic bikeway in the County that connects Madras, the Cove Palisades State Park, Culver, and Metolius. This route does not continuous provide facilities for bicyclists.

  • Culver, Metolius, Crooked River Ranch, and Camp Sherman have limited pedestrian and bicycle facilities.
