Short-term recommendations could be implemented within the five-year horizon (2020) within TCTD’s existing budget, or with minimal cost increases. Short-term recommendations were founded on TCTD’s near-term objectives to address immediate operations deficiencies and bolster interagency coordination across District boundaries.

Mid-term recommendations could be implemented within the 10-year horizon (2025) to accommodate anticipated growth and to address the most significant unmet needs.
