Evaluation Criteria Survey
Once ODOT has completed our needs inventory, we will evaluate each gap or deficiency and group them into “high”, “medium”, and “low” needs categories.
What are the Evaluation Criteria?
The Technical and Stakeholder Advisory Committees selected seven initial “evaluation criteria” that align with the draft goals of the Oregon Pedestrian and Bicycle Modal Plan.
Crash History: Has there been a crash involving a person walking or biking?
Crash Risk: Does the highway have features (e.g., high speeds, lots of traffic, lots of lanes) that are associated with higher crash risk for people walking and biking?
Access to Transit: Is it close to a transit stop? How many transit lines are nearby?
Access to Essential Destinations: How many schools, doctors’ offices, grocery stores, and other important destinations are nearby?
In a Local Jurisdiction Plan: Are there pedestrian and bicycle improvements identified in an adopted local plan?
Transportation Disadvantaged and Vulnerable Users: Are there a lot of vulnerable users (e.g. children, elderly, disabled) nearby? Are there communities who have historically had significant unmet transportation needs or experienced disproportionate negative impacts from the transportation system (e.g. communities of color, low income) nearby?
Fills a Gap: How complete are the sidewalks and bike facilities nearby?
Click on the links under “Exhibits” on the right side of the screen to view a draft map of each criterion ("crash risk" and "fills a gap" are pending) and the full list of potential evaluation criteria that were considered by the TAC and SAC. We need your input on which criteria are most important to you, so that we can weight them appropriately in our evaluation. We also want to hear if there are other criteria you think we should consider. Please provide your feedback by clicking here to take a short 3-question survey.
